Same issue here using stock messenger. MMS fails to send after clean wipe.

Just FYI, had been having some recent issues after clean flashing multiple roms and gapps. I was interested in a really clean flash as noted in OP but I've scoured the FAQ linked and don't see it, the post might be in need of an update.
