As I understand it, not all apps are optimized for use with multitasking/split screen. So they won't wok that way out of the box. However, I think there is an app that will make it happen for you. But I am not sure if it requires root or not.

What I am going to do is use my upgrade (even though it will nuke my unlimited data) and then swap lines with my wife. She rarely uses more than 1 GB. So I can put her on the 2GB plan and then swap my phone over to her line which still has unlimited. I would like to swap the numbers as well...
