You can't use OTA to update to the most recent build, but OTA will work in future builds. We had some issues transitioning from one upload method to the other, so we had to sacrifice OTA for this update cycle.

You can use ANY device to test a rom, granted you have the device/kernel/vendor trees. Start off by building something like lineage, and then modifying stuff in the lineage source to make your own custom rom. The guide on androidauthority is way too simplified and only goes into the basics...
