If your phone is not an AT&T branded phone, you will not get LTE. You must add a munged IMEI with an AT&T factory code or copy the IMEI of an in store phone and add that to your account. Then use your phone as normal. This has nothing to do with CM or AOKP.

Yes, the versions are the same. There is no special OTA version. It's just that SOME updates, are delivered at different times (may come first on PCC or OTA), and some updates are only available by PCC. But the firmware versions and product numbers are always the same after installation. Good luck.

I think parts of the whole Sony Update Service is borked. I reinstalled the 4.2.2 Firmware version 10.3.1.A.2.67 and PCC gave me an error about trying to reinstall the firmware. I've gotten bored on this and will just forget stock rom for a while.

That's what I wrote. I think that this mistake could explain the difficulty in getting updates from Sony. Just a thought.

I did not upgrade at the time by OTA or any other way. The 4.3 569 update came via SEUS on 5 February. I did not install but saved the FILEs and created FTF. Now for C6506 no more upgrade. 4.2.2 is current. Something weird has happened. That's all.
