    Het buddy, I don't think it is a big problem. what I suggest you to do is download Moto z oreo firmware from here( https://androidfilehost.com/?fid=890278863836283516). Just Download it. And manually flash this with Adb and fastboot. What I believe is this the problem is with the partition...

    The only thing which will work here is FLASH ANY CUSTOM ROM because no one can fix your problem. Not even Motorola. And you will be surprised that I am the only one who solved this problem with stock rom. And dude it took a whole month.

    Definitely you have flashed other region firmware with its own NON-HLOS.bi. so the solution is this that you have to flashed your own region firmware according to your bootloader version.
