Have you checked if under Security you have checked the option of "Prevent Reactivation Lock". I had that same problem and solved id by un-checking that option. Cheers!

Flashed NO Carirer One I just installed the 5.0 Mexico ROM, no carrier and it does not come with bloatware. I did this since I bought an Unlocked version from Best Buy, I just placed a SIM Card and phone worked with no problems!
