So I had a problem with SMS messages not sending today. I determined what I believe to be a solid fix.
1. Plug phone into AC outlet.
2. Reboot phone.
3. Open dialpad and type in *#*#4636#*#*.
4. Scroll to the bottom and locate SMSC number box.
5. In this box type in your SMSC number in pdu format.
6. Click update.
7. Wait 3 minutes.
8. Send an SMS (text message).
07913121139418F0 is the ATT SMSC number in pdu format. Normal is +13123149810.

I will update with all ATT numbers converted and sorted by region. I will also provide tmobiles list. This should also work on most other androids. Hopefully this will be a stickie soon...?...?...

SMSC number lists
Numbers will be in normal format then pdu format.

Example:
+13123149880 is normal.
07912160130300f0 is pdu format.

Use directions in OP to use these numbers. Gingerbread 2.3.3 and earlier used normal format and 2.3.4 and up uses PDU. This is to the best of my knowledge, of course, and I also believe it will work the same with other Androids as well

UPDATE: some phones are having errors updating the SMSC number. Double check your APN settings and verify you have an data connection. This is seemingly the cause of a failed update of the SMSC number, no data/missing or bad APN.
