It you can use jelly bean on almost any smart phone why can't I use any other custom ROM on my note.

The software needs to be optimized for the hardware. Using a ROM from, say, a Galaxy Nexus on the Note would be bad. It is set for a TI OMAP 4460 processor. We have a Qualcom Snapdragon S3.
It has to be tweaked to work with our phone. We have ROMs in gingerbread, ICS, and JB. They are for our specific phone'as hardware.
