yes, you must be not installed Spain Rom as a base.
it will fix that.

You don't need flashing spain rom as base
since you use battery manager apk as gingerfire settings you can fix it using this method:
go to: /hidden/data/CDA/setting.xml

find the line(s) that says battery manager enabled, or sth like this, and change false to true

I think you have to include backup of your CDA partition to the rom package.
So every ones that don't have spain rom based do not need to edit settings.xml manually.

If you want, I can add "CDA partition backup fuction" to my backup and restore script.
