I have unrooted, unbranded device, HTC 032 region. I'm experiencing The exact same problems with WiFi that I had on 3.18 base!
Are you in asia by any chance?
Some base like... 3.xx.707.xx? If it's 707, the last update i got was the first jelly bean update..nothing more

Too bad mate...i resorted to custom roms :/ well apparently these bases have no bugs and so they don't need improvements...or maybe htc just loves europe -_-
