I found the solution why my phone stucks on 400mhz...
Every time I'm making a clean install (tried it several times) I have really strange settings in /sys/devices/system/CPU/cpufreq/dynamic.
For example "power_optimal_freq" is set to 200mhz, "oc_freq_boost_ms" = 100 and "max_non_oc_freq" is set to 400mhz.
This is only with clean installs. When I restore a backup and then flash the 16.2 version the settings in this folder seems normal. (Max_non_oc_freq is 1ghz, oc_freq_boost_ms is 1500 and power_optimal_freq is 800mhz)
So there is a remaining question: When I make a clean install, I'm always flashing all the packages without booting between. Should I do an boot after installing the ROM and gaaps before flashing chronokernel?
Perhaps someone can answer me the question, because I don't want to start trying again.. Its late here....
