No modifications on several apps

At least 2 of my most important apps, doesn't display any push notifications.
Other apps does that with no problems.

I've configured those apps to be unmonitored under the battery settings, but no notifications from those apps whatsoever.

Any advice will be very welcomed.

Are the notifications allowed in the app settings for those two apps? Or exactly how this issue appeared? Since day one, after updating, reinstalling or what?

Yes. Both are specifically allowed for displaying notifications.
It started from day 1 of my note 8 experience (a month and a half ago).
I'm on the latest official version (7.1.1) no root.
