Have you try disabled all module?
Maybe because that has nothing to do with the Beta version number? Let's take some random examples:
Beta 15 filename: OnePlus6Oxygen_22_OTA_032_all_1903251449_4aa432208e9dc.zip
Beta 14 filename:
OnePlus6Oxygen_22_OTA_030_all_1903092018_dad8c.zip
Beta 10 filename:
OnePlus6Oxygen_22_OTA_015_all_1808102118_downgrade_68586451f7334c4d.zip
None of them have the version number of the beta in their name. And all of them start with 'OnePlus6Oxygen_22_'.

Zero issues here. All Installed in Twrp.How do I root the new beta 21? If I've installed TWRP and Magisk, the boot failed after asking for SIM Card pin and is rebooting into TWRP.
I'm flashing with the "All in one Tool", but it doesn't work in this beta.
Yes. I even opened root Explorer to try and find the hosts folder but can't find it. Maybe with this beta the path to the folder changed.
Don't know what is going on with your setup, but working fine for me.
Why not try systemless hosts option in magisk manager ?Can somebody help me locate the path for the hosts folder?
