I a working on a project in Africa where data is expensive. I have 35 Nexus 7 (2013) tablets, and they are each bugging me to update to Kitkat. Every time one connects to the internet, it tries to automatically download 4.4. We are using 3G modems to try to upload data from the tablets, but keep running out of data as they keep trying to update.
I want to download 4.4 to my Win8 PC and sideload it to each of the tablets. They are currently running 4.3 JSS15R. I have been searching for the last 3 hours, and still haven't found a way to do it. I tried this page:

but when I get to step 8 I don't have an option for "update from SD card", only "apply update from adb", "wipe cashe partition" and "wipe data/factory reset", and "reboot system now". I have tried this link's method:

but when I do that it says "error: device not found".
I'm really desperate. I can't root them, and even if I did, it seems that would only allow me to stop the notification, not the background downloading of the data. Please help. I need these all ready to roll in about 12 hours. Sigh. . .
