The WIFI never finds a signal, and is not stable. When I insert the sim card to the note, it doesn't find the network so I can't do calls or use data.
Go to settings,about phone and see if you lost your imei

Bad sim then.
If you're phone doesnt recognize sim it's only 3 issues ( since you tried different roms and modems and didnt lose your imei so your efs isnt corrupted)
Either bad APN, bad Sim, or hardware issue.
Grab a sim from an at&t store.

Uh oh.
First I would odin back to stock. Then I would flash 4.3 bootloader via odin then flash a touchwiz 4.3 rom.
Also flash the at&t mk6 modem.

Has 4.3 bootloader and mk6 modem linked. Also has a link to what your apn should be so check the apn first.
Then flash the rom of your choice from development section

...and you can even hit the thanks button when someone takes the time to consider your issue and replies even if they don't solve your issue. Its about effort too.
Do you have a baseband and IMEI? Check in you about phone. You may have to use Kies to recover back to 4.1.1
