O/C CPU but getting capped

I used SetCPU pretty much everything works, changing govenor, I/O scheduler.

However for max frequency it would not go past 1.6GHz, if I put number smaller than 1.6, it would properly kept it at that number, but anything I put
that's over 1.6 it would be capped at 1.6GHz..

Not sure what the reason is, could it be not enough voltage? ( I did not mess with the voltage at all)

Phone spec:

Xperia Pro MK16a
rooted, bootloader unlocked

Kernel is the answer

I think there is some calculations about stepping and voltages, and u need to edit some kernel files in /sys folder .

hope my logic is right .

any more light on the subject
