I have b540 Oreo and it has somewhat different organization of Settings options.
Due to the hack to make it work with international 3G/4G operators, it does have VoLTE and VoWiFi settings, but it is known that VoLTE cannot really be enabled (guy who worked on the patches to adapt Chinese b540 for international users stopped developing them, and VoLTE was the last known thing that remained unsolved and there were not many people asking for VoLTE on the b540 Oreo - all other patches are known to be working).
If it 'helps' you, attached are VoLTE/VoWiFi settings from the patched Oreo b540, but that's all from me about the topic

Including a picture changes an SMS to MMS, maybe you don't have MMS subscription or something
This thread is not really a proper place, better pose a question under Huawei P9 Questions and Answers XDA section and provide full info about your firmware model-cust-build (as from Settings/About) and about your SIM provider, and maybe attach a screenshot from your Message composer screen
You can also check with your provider and from the local Huawei support

I'm interested - thanks! Just checked my EVA-L29C636B399SP02 but no updates. Still on August 1/2018 security patch. Again, thanks for the info and I will keep checking from time to time.:good:

53Just received B399 via OTA in Italy (only with the security patch, not the full package). Now I have March 1st security patch.
My P9 model name is EVA-L09C432.2
Installed MagicRainbow v4, MR is alway good with battery (excellent custom ROM for b398+ basis):
