I consider the Trident the best cover for the Optimus Black.
You could get a generic, solid-colored case and put decals on it or "skin" it yourself:

Can you show an example of what you mean by "custom"? Custom HOW?
Images on the cover?
Unique color?
Custom material? (wood, for example)
Decorations?
Getting someone to make a one-off, single-production cover will cost you more than the phone is worth.
If I wanted to personalize a phone, I'd get a plain hard case like one of these:

I'd then use that as a canvas to put decals and stickers onto. You could even have a local artist of your choosing paint something on it
I don't know about shipping taxes. I live in the USA and don't deal with over-seas shipping.
I'd look on amazon.com sites based in the EU first.
There are many cover designs out there for the OB P-970/Marquee LS-885; you just need to find an affordable outlet.
