Bootloader Unlock Failed

I want to root my phone (Moto X Play). For that I need to unlock the bootloader. I have tried everything but I'm not able to unlock it. I installed all the required Motorola drivers and the adb/fastboot drivers. The is recognised in fastboot mode.
But when I try the fastboot oem get_unlock_data, I'm getting the same error again and again and failing.
D:\Documents\adt-bundle-windows-x86_64-20140702\sdk\platform-tools>fastboot oem get_unlock_data

(bootloader) Failed to get unlock data, please try again!
FAILED (remote failure)

How to fix this? Please help.
