I cannot turn on the notification sounds in my Samsung Galaxy S4. How do I turn it on.

ummmm how about you goto the sound menu in settings and turn up the volume?

I did but the notification bar is grayed out and I can not make any adjustments.
It seems that one or more apps turns it off.
Would appreciate any more suggestions.

notification bar? Why don't you goto system menu then device tab then sound menu then volume?
