Here is S4 Launcher and Accuweather Widget resized for JB (4.1, 4.2) devices by me.
Home is 4x3 and Apps Grid is 4x4. Accuweather Widget is also resized.

nice work dude but at nearly 25MB just for a launcher for our mini... I think I'll give it a miss

Well, don't give it a miss...Extract the zip file and copy

1.Sec2Launcher.apk and BadgeProvider.apk to /system/apps folder.
2. All other files from the zip file to their respective folders in /system

Set permissions rw-r-r for all files..Reboot and the install Accuweather widget files manually...(if you want the weather widget)

And you can link files or move to ext partition etc..Thus considerable space can be freed...

Anyone know why accuweather doesn't install itself on my Balt Rom??

Most probably becausr its not compatible/scripts get in conflict/or other probs.

Maybe need ext4 partition..? However make sure you have enough system space,not only the necessary. Ie: 20 mb free an accuwidget is 20 mb. It wil fit well but if it needs to create some cache files it cant do it because of no space.
