Put modem.bin and NON-HLOS.bin both files on Int SD card (just on root, not under any folder) and select flash modem - grant supersu permission. - once you get msg modem flashed reboot device.
If not flashed yet Repeat it once again to flash modem with Airplane mod
If still issue, it's likely samsung have some blacklisting.

As name suggest this is simple tool which can flash Recovery/Modem/Kernel from device without having CWM. This is very handy when you want to extract raw files from ROM and you don't have script for flashing OR don't have CWM installed.

Features : (requires Rooted device)
-Flash Kernel
-Flash Modem
-Flash Recovery
You just needs to keep raw files on root directory of IntSD card to flash file. e.g. If you want to flash CWM recovery, no needs to have Odin. simply extract recovery.img file of your desired recovery and copy to root directory of IntSD card and long press on Flash recovery Thats It.

Now it can flash modem with both files (modem.bin and NON-HLOS.bin)

To check this tool will work on your device or not just long press on device compatibility report. This will generate two files
