You're right. There's currently no own forum for this device, which has "only" an E.T. (https://xdaforums.com/t/sony-xa2-plus) at the moment. The reason for this, I've tried to explain in this post that is only two posts above yours.
Just create in this forum and publish the thread for your ROM. It will get the E.T., and when an own device forum is created, your thread will go into the development forum.
Just continue your work for the XDA community. It's highly appreciated. Dank U wel.

Just three posts behind the one you've seen I quoted post #2 of this thread, which explains the conditions when a device is going to receive a "full" forum.

When an ET grows to the point a discussion page becomes un-manageable and cumbersome for members to navigate, we will add the sub-forums and give the device full forum status. A general consensus on this is three pages. If anybody notices an ET with 3 pages or more, feel free to PM me, or point it out in this thread, we will look into getting it upgraded.

Although no own device forum or as minimum an ET exist, this forum contains already quite a few entries/threads regarding the A40.

I had a look at the S7 forum. I'm sure it's true what you say and if we were a couple of years ago it might have been useful to do this. However, from what I can see, there are only a few ROMs that have been created this year and tbh that number is not going to be rising. The ones that already exist, may well be posted twice but the Devs likely won't want their threads messed around and moved, so a joint forum would likely only be useful for a limited number of ROMs going forward.

I don't believe that your fully grasping the concept of the process regarding what has to be considered when the ET Admin determines whether or not to create a New Device ET (Enhanced Tag), and later, the New Device Dedicated Area on the Forum.

The best way to help you out with this understanding is by quoting the following information by the ET Admin himself.
