I doubt you can unfreeze from recovery. Best bet would be to do backup in recovery. Wipe clean and once it reboots setup and install nandroid restore to from backup.
Alternately try installing other launcher from recovery see if that boots up your phone.

Not tested, but it seems that you only need to rename/backup/delete this file: /data/system/users/0/package-restrictions.xml

I blocked a Xiaomi Mi Account app so my phone went to Lock Lost mode.
Renaming the file solved my issue

I frezed Mi account app and my device got locked and I was unable to unlock it even I entered correct password then I saw your comment and I restared my device into OrangeFox and I deleted the file package-restrictions.xml as you mentioned then restared the phone and everything is fine.
