TLDR; If you bought your phone in the US, warranty is US so you have to ship it back to the US and they'll ship replacement (including advanced replacement) to a US address.
I don't know if other countries offer advanced replacement.

If Google offers the phone for sale in a country it will warranty it in that country. If it doesn't offer it in that country you will have to ship it from and to the country it came from.
For example they offer it in India. So you would return it to Google India. That is "where the phone is sold".
If you buy it in Nigeria from the US website you will have to ship it to the US first. The US is "where the phone is sold".
That is how they have always done it. The wording is about where the phone IS sold, not where it is purchased. It refers to availability.
