The permissions required to USB tether are not avalible to standard user.

A wifi stick with "reverse thetering" would be another possibility.

I don't know how it is in Bangladesh. But generally a Wifi Stick for a Desktop PC is nothing uncommon.
For people who want to use PC internet to the mobile without root needs to buy WiFi router.It can be easily connected to desktop computer
That is another possibility. He can activate ICS on his PC and then it should also work.
The third option would be a WIFI Dongle and a SoftwareRouter.
