[Q] No room for apps

My Droid Incredible says I only have 20mb of space for apps but I have 3gb free of space left on the phone. I also have an SD card with 12gb free of 16gb. Why does it say I only have 20mb free for apps?

The partition in stock for apps is only 1GB. There is a SD swap mod that will allow app storage on SD by jose51197.
