I decompiled the app and confirmed that the error messages are coming from the Netflix server. There's nothing to be done unless we can figure out how to hide the location from the server.

Here is working on Acer Iconia Tab A500 with Honeycomb 3.1 Stock and rooted.
Video Quality is not good but will try more combinations.

Weird. I wonder where Netflix thinks my TF is located. Is it looking for a US IP? Or unable to tell if my Canadian IP is from Canada? Is that something you can determine? Thanks again.
Also. If say an attrix or xoom works in Canada is there anything that can be plucked from those devices to get it working?

During my research on this issue, I have seen the exact same message reported on the Xoom. I have PM'd you.

CANADIANS REJOICE!!!
I have found a solution. It seems Netflix wants a US IP to authorize Netflix in Canada.
1. Get a US proxy. There are plenty of free trial ones out there.
2. Connect to proxy and open Netflix with your account.
3. Test a video. It should work now.
4. Disconnect proxy and restart. It will now work without the proxy.

Thanks!
