Why else would there be in Gingerbread stock APKs and the framework parts of sourcecode with special modifications for Canadian users / FIDO customers?
In smali bytecode of the apps and the framework there are many parts where a check is performed if the country matches CA and the provider matches FIDO -- if so, the user will be treated differently than common users.
Also these "checks" rely on lg-specific Android framework parts, if these parts aren't available in the framework.jar then the stock LG app will crash. Removing these checks (for country, provider and others) from the stock apps or alternately including modified LG framework parts into stock CM7 framework.jar basically is exactly how porting stock LG apps to CM7 works.
That's why I know that LG has coded many lines of special treatment for Canadian users in their Gingerbread ROMs (in fact Canada is the only country with so many lines of code special treatment) and I guess it would just be too much effort to do the same (implement the same special treatment) for ICS.
