I tried with root explorer and I got boot loop.
Did you forget to set permissions?

I coppied framework-res.apk and paste it to the framework folder and overwrite.The phone shut down itself and got boot loop.After that with cwm I cleared cache and fixed permissions.Again the same problem....
Hey bro, framework-res.apk cannot push with root explorer or not you'll get bootloop. You should make a flashable zip to flash

Boot to CWM Recovery by holding volume up, power button and home key
Make a nandroid backup and make sure to keep a copy of the backup to your pc
Wipe data / factory reset (Not needed if you update from Express999)
Install Express999
(Wipe cache will be done automatically during installation so you can skip this step
Wipe dalvik cache will be done automatically during installation so you can skip this step)
Full Wipe Install (recommended)
