What aspects of the framework are you trying to modify?

i need to change the sound bar ui , a certain color of a button and fix some minor bugs!

I would recommend taking a look at APK Multi-Tool it will allow you to decompile framework-res.apk or other apk's you may want to modify and perform changes on then recompile the .apks. Let me know if you still have questions.
