i just flashed lasted firmware using the fastboot oemruu then rebooted into recovery but i wanted to check the baseband in system settings so i rebooted into the stock rom but it hasnt gotten past the htc splash screen when i try to get to the bootloader the capacitive buttons flash and continues to bootloop at the htc splash

That's because the firmware has a stock boot image which will not play nice. Go back into recovery and flash another boot image or the same Rom if you still have it dirty. To get back into hboot hold the power button so it stops boot looping. It will turn off. Hit power and volume down. Then you will be in hboot. Hit volume down to scroll to recovery and hit power to reboot into it.
