Ping disabled by samsung in the kernel?

I've been using my note 2 to diagnose network issues for friends, everything works great for network discovery, file sharing and the like, but whenever I attempt to ping something I get the error 'icmp socket operation not permitted' I can ping from the terminal emulator if I elevate to su, but any apps that try to ping fail, searching around it seems samsung disabled opening raw sockets without elevation and they also decided to disable the ability to turn on the SUID on apps so you cant enable it and let the programs use ping. It looks like the fella's over on the s4 are using a patched kernel to add back in the SUID bit, do we have anything like that or does anyone know how to enable ping for apps on the note 2? I'm running the newest alliance rom.
