[Q] High Latency Numbers Over WiFi with Ping

I've been experimenting with my Galaxy S3 i747 running 4.2.1, I've notice that when I ping the phone through my access point that the return times are in the 20-30ms range. This seems to be a very high amount of network latency for ICMP. Out of this I found a new project, I created a closed loop network (no internet access) a source ping computer, a switch, a Wireless access point and the S3 (in airplane mode, static IP, no SIM card) connected to the access point.

The new ping results were the same, no change in latency. Through wireshark I noticed a bunch of UDP traffic on the phone so moved on to edit iptables so that the S3 dropped all UDP packet traffic. Again the latency of the pings remained the same.

My questions are, is this latency coming from the hardware/OS of the S3 or is the latency coming from the wireless "N"?

Also is latency such as this normal? It just seems as if the ping return times should be much, much lower.
