No, it was not a WP device. It was a WM device (Windows Mobile). Remember how WM was discontinued and they started making Windows Phone from scratch? They were in fact testing the very early builds of Windows Phone 7 on our beloved Leo, and that's why it became easier to port it over. Someone in China leaked the beta drivers from Microsoft.
Android was another talk - it's open source so you don't need to search for proprietary drivers. But Cotulla still did a great job developing the bootloader, I just can't imagine how many problems he faced...

This is kind of sad for me... I just purchased an M7 off eBay and three days later I dig up my trusty old Lumia 520. Of course, I completely fall in love with Windows 10 Mobile. I thought hopefully some dev would port it somehow from the Windows M8 (is it W8 or something?), but I guess not

No and there won't be any progress, because it's near by impossible to get it working. There are so many things which are missing/needed that no dev want to use their time on research those things
