I'm not too sure. There are a few config files. You could also change the sound volume of the mp3 file as well.
In the system files, look for an xml file I think it's in the customize/cid. Or mns folder. There is a line for the boot animation and sound. I removed the line for the sound.

Btw, why shutdown animation isn't playing any more?) I've only popup "shutting down"
And.. is there any % that that 'fps="20"' can override bootanim as well as shutdown one?

It was very hard to build good bootanim.zip with smooth fps experience. I made a composition of png shots from a video, it was 24 sec with 24fps of PNGs.
I tried various comparison and even tried 8bit mode. (Which was good even only for the resulting zip size)
But I couldn't get smooth experience. I made a strange version -- 15 fps png shots were playing synced to audio with 13fps in desc.txt setting
And also if I tried rebuild zip with some extra, like another shot added, or maybe even just few strings in desc edited, there might be fps bug returned. (unsync, slowmo)
I've given up on the Jarvis building. )
