Can I update via fastboot or adb?
If yes then how?

I am on twrp flashable oreo stock rom so the traditional method doesn't work for me.

It's working, I was on beta pie too. BTW which variant you have?

It's working great and no green tint issue.

Not working for me i will try to downgrade to oreo and then try to update

just disable the google assistant from settings
the ring will be gone

settings -> apps and notifications -> default apps -> assist and voice input -> assist app -> none

May be camera2api was not enabled on pie beta.
Try fastboot command
