Can we use wine (on Android) to flash another Android device using Odin? Is this possible?

I'm not sure I understand. Android and RT use vastly different architectures, so you would not be able to run ODIN at all on RT

Ok so Android can now run Windows rt using wine, is Odin (pc program) compatible to run on Windows rt? Because if it can then you can run it from Android using wine (to emulate Windows rt).

ODIN is exclusively an x86 program, so no. It will not work.

compileing question
I got no reply on the how to compile for rt tread so I will ask here. Will the compile guide only work for c or will it work for python(thinking of porting anki looks like its only made of python)

Porting apps is restricted by whether or not you can compile it in VS or not.

I would like to run a program but it's closed source, so it cannot be ported right?

You could try win86emu, but there's no compatibility layer between x86 and ARM
