If the proper fastboot drivers are installed on your PC, the device would read: "Fastboot USB", not just "Fastboot".
Which is what mode I believe you need to be in.

So it does read "FASTBOOT USB" and I get the same error when trying to delete the modems. I am S-OFF as well.

PS C:\ADB\platform-tools> ./fastboot devices
HT44ESF01016 fastboot
PS C:\ADB\platform-tools> ./fastboot erase modem_st1
******** Did you mean to fastboot format this ext4 partition?
Erasing 'modem_st1' FAILED (remote: not allowed)
Finished. Total time: 0.016s

There has to be something I'm missing.

Try this flashable zip I just uploaded for you.
Just flash it from Twrp Recovery.
It uses a recovery based script that I set up to automate the same process on my m9 and HTC 10 (although the 10 required a slight modification) without the need for using fastboot.
Hopefully that works for you.

One quick unrelated question.

My phone is getting long in the tooth and I am looking to get a new or newish phone. I can honestly say I have liked HTC since the Thunderbolt because they were always so easy to root and work with.
I see you have the H10. Would you recommend it as my next phone? Even though I know I will get it most likely used and already S-off? Or would you recommend a different phone? I am with Verizon so keep that factor in mind.
