I was expecting that with Pixel 4 XL and no notch there would be no limit for notifications at top bar.

I'm guessing laziness. Google didn't want to make two different sets of firmware. One notch to rule them all! Plus, other phones have notches as well, you have hole punches, etc....

7 is the limit.

No, one is for regular stock. The other is for people using the edge sense mod.
