Never got it working on win8.1, but tbh I gave up months ago. I'll prolly flash back to Win8.1 soon, and try this update.

Its working for me in both win 8.1x64 and 10 x64 . click on my profile and u will see a thread I created on how to do it

Hi!

I have installed both "HTC_WIN8.1_DRIVERS.msi" and "HTCDriver-4.14.0.001.exe" on my PC which have a Asus Sabertooth 990FX mainboard ( so an AMD chipset for USB 2.0 and Asmedia chipset for USB 3.0 ) and I have got this situation with the driver:

Indeed the phone isn't working properly when connected to the PC, tethering USB isn't working...

I have tried both on AMD usb 2.0 ports and Asmedia usb 3.0 ports...same results. I have even uninstalled and reinstalled the drivers several times with no success...any idea?

Yes, I'm on windows 8.1 but I have used windows 8.1 drivers, as you can see from my post. Also I have tried the very same driver on another PC with Intel USB ports and windows 8.1 and they did works...

Run the HTC sync installer, go to C:\Users\username\appdata\local\temp and just look through each folder until you find the HTC sync installer files, then you will see the drivers
