1. you should develop a rom yourself ,not port the rom.
2. The rom cant have any bugs eg wifi, ril, gps, bluetooth.
3. You will get $0.1 per new release ( one day one new release)
4. $0.1 per new features in each new release

Donate it to people who need it.
Devs do their work because they enjoy it. Trying to buy them is very selfish. And it's not that your actually giving any real financial incentive. $0.1? Seriously?
Devs spend HOURS doing that work. And you will 'sponsor' them by paying $0.1?

But, first of all, what you are offering is close to nothing. Then, you have the audacity to demand that a developer should build the ROM from scratch and shouldn't have any bugs.
