You may use CM as your base ROM because it contains the option to enable bottom statusbar. Just go to Settings>CyanogenMod Settings>Tablet>Enable bottom statusbar. But CM for our phones is buggy. There's already a stable CM7 and a WIP CM9 and CM9.1.. it's actually miniCM but it's based on CM itself so it might have the bottom status bar option
