I get that message after entering the pin on the SIM lock screen after a reboot.
There is no signal until I enter the correct pin and press enter...then a flood of new SMS notifications will pour in.
I would check to see if it is SIM locked or similar...for a few days on one cm10 build or another my phone would SIM lock itself in the middle of any activity and kill my radio...
Factory reset/data wipe and flash with newer ROM cleared that up.

Have you tried a fresh install of the ROM to see of that fixes the issue?
