I thought I'd put it in HebrewValhalla post, but anyone having Hebrew locale, also on other ROMs (via More Locale2) can do the same.
Also, this post is valid for other languages such as Arab as well.
Voice Search
To enable Google Voice Search for Hebrew, one must go to:
Settings --> Voice Input and Output --> Voice Recognition Settings
Language --> Select Hebrew (Israel)
See pictures from right to left :
This way after launching the Google Voice Search, and speaking your query, you will get Hebrew results on the default stock browser.
There is no known way to make it launch other browsers...
See the picture below to the right for the dialog you will get on Google Voice Search.
Voice Messaging
One step further, is enhancing your keyboard with the voice messaging.
I'm using "Perfect Keyboard Free", but I know most of the keyboards support
this option, so if you see a mic in the keyboard you got it, otherwise look for Voice search support in your keyboard settings and add it.
In the pictures below (2 pictures to the left) you can see the keyboard mic, and the dialog you will get when pressing it.
Try speaking to it on Messaging/Whasapp and Memo...
Voice Control "Siri Like"
So we have a lot of English voice control "Siri" like apps, some of them are very good, and I'm particularly fond of Vlingo, but nothing seems to understand Hebrew...
So this issue is supposed to be completely fixed in ICS, but till then, there is one good solution for Hebrew and every other non supported languages.
Use "Cyberon Voice Speed Dial". It costs money, but only 3$.
You can record phone contacts and applications (once per each) and launch them.
It works pretty damn good, and it works locally, doesn't require Wifi/3G...
