What's the best rom or roms to flash to the Galaxy S4 Active I537 version 4.2.2? Can you provide links as well? I have safestrap as well.

The bootloader is locked on the i537, so there is no easy way to flash. There is a workaround called safestrap. Check the thread in the general section. It should answer all of your questions.
