And your issue was addressed long back so if you still feel the ROM has a problem please feel free to switch to some other ROM.
No, it hasn't. I still don't understand why the phone jumps immediately to a high amperage.
Why would a charger with 1000mA output rating would charge your device with 500mA? What if you connect your device to a charger with 500mA output rating? Will it be charging your device with 250mA?
It may jump to a higher amperage once or twice, but for it to keep a sustained ~1100mA without dropping is surprising.
I dug my old Moto X Style out (also has a microUSB 2.0 port) and compared the two via Ampere. Notice how the Note 4 jumps to 1000mA immediately after the cable is plugged in, while the Moto X Style spiked to 960mA once, before going back down to lower levels. Why is that? The voltage is also higher on the Note 4. Used the same adapter and cable to test both.
I suppose I'll have to end the conversation here. I don't know if the issue is the ROM, or if this is normal for the device. I'd have to test it on MIUI 9 too, and I'm too lazy to do that right now.
I also didn't know the Note 4 uses lithium polymer instead of lithium ion. Interesting.
