i accidentally deleted my phone.apk and phone.odex and now my phone keeps getting this error: "Unfortunately, the process com.android.phone has stopped." and it also says i have no service and every time i try to go in to data usage in settings its says this error: "Unfortunately, Settings has stopped. how can i fix this please.

Need to find a copy of your .apk and reinstall it through adb or terminal or whatever.
This is more than likely ROM/device specific so take one from a copy of the ROM you are using, or simply do a dirty flash of same ROM.
If on stock you will need to either reflash this or again find stock ROM and push the new app into /system and fix permissions
