I see - you have big problems with search.
In your previous post you were unable to find WMDC from MS for download, now you can not find download link for WMDC Launcher in the dedicated topic.
It's a worrying sign - time has come for you to visit an ophthalmologist.
Just a tip - try again to read the first post of the thread.
P.S. I've spent some time reading your posts in the other threads - for the moment you are unable to install rspl/hspl to your device. So - for now you don't need any WMDC Launcher or other custom WP applications. This Launcher is definitely useless for you now - it won't help you to solve your problems with USB connection to PC for rspl/hspl install.

I see WMDC on your screenshot. Is it a special one for win 8? If yes - maybe MS cancelled RAPI support in it?... Dunno buddy... Try Win 7 - it definitely works....Did not even try Win 8

WMDC Launcher provides only missing RAPI.
Wow! Easy elpinta25! davide136 is talking about the "wp root tools that is coming". And he refers to this.
I cannot 100% confirm this yet, because I haven't tested this yet. But should absolutely be possible. I hope to implement this in the next version of WP7 Root Tools and I hope that it won't take long. But I can't make any promises, because it is a lot of work.

What is it?
Windows Mobile Device Center/ActiveSync are legacy applications made by Microsoft. They provide an access to file system, registry, ... let's say, they provide full remote access to connected phone's features.
What's this launcher for?
Main purpose of this application is to enable Remote API support on device. PC will detect phone as WM and WP7 device simultaneously. Zune will still work.
Capabilities:
- File managers. Almost every file manager that has WM support will work on WP7. Nice examples: Windows Explorer, Resco SendTo plugin (part of Resco File Explorer installation), CE Remote Tools File Manager, Altap Salamander, etc.
- Registry Editors: CE Remote Tools Registry Editor, CeRegEdit, Registry Workshop.
- Most of CE Remote Tools work.
- Native debugging.
- Many more apps support...
What's missed:
There is no contacts/file/calendar/etc synchronization. PC may still offer it but it won't work.
As for debugging:
IDA debugger also should work after a bit of editing magic.
Custom ROM usage:
Usage is limited. You should ask me (ultrashot) for permission.
