1. Go to Settings -> Apps -> All
2. Find Google Services Framework.
3. Tap on Force Stop.
4. Select Clear Data.
5. Head back to the Nexus 7′s Settings, go to About, and check for a System Update.

I just changed step 3 to step 4 and vice versa. worked for me. Thanks.

These steps worked for me on the first shot, thanks! I didn't try the original version with 3 & 4 reversed so I don't know if that would have worked too.

I wish I could help...I just got my N7 last week.
In your cases, forget about 4.2 for now because I don't if this method works for custom roms. But ill keep an eye out for it.

EDIT: Nevermind, it Google Services Framework was all the way at the bottom under Apps > All after I disabled it.

Rebooted and re-enabled Google Services Framework, checked for the update and got it on first try.

Thanks, worked perfectly!!

Hope my tip helps someone in case not able to find Google Services Framework after disabling.

Nexux 7 32gb owner here. Worked like a charm thanks.

other thoughts to share. I am guessing when you first get nexus 32gb it does the first update, then I think it say I just done an update, therefore flushing that data out is like resetting the fact it just did an update. but definitely KUDOS

Cm-10 only checks for its own update, or am I missing something? In settings/check for update that is.
